An Inner Cover is a wooden or plastic cover that sits on the topmost hive box underneath the Telescoping (Top) Cover.  The inner cover has the following benefits, although all benefits but the last do not apply if you are using a modern hive-top feeder:

If the top cover is warped enough to allow an external entrance, the inner cover's center hole restricts access to the hive boxes by outside bees and insects.  The hole presents a smaller entrance at the top for the bees to guard.
Minimizes disturbance of the brood cluster if the Top Cover is removed for inspection, maintenance or feeding
Serves as a platform for an old-style inverted gallon jug feeder, housed within an empty hive box on top of the hive
If used under a honey super, the inner cover's center hole may be fitted with a bee escape a day before removing the honey supers.

Note: The Inner Cover should not be used when the Hive-top Feeder is installed.  If the inner cover is installed below the feeder, the small space between the cover and the feeder discourages the bees from accessing the sugar syrup.  Using the inner cover above the feeder will interfere with checking the syrup level and refilling the feeder through the EZ-Fill Top Cover.  Use the inner cover only when the Hive-top Feeder is not on the hive.
